You almost got it. We did win in Iraq, we are stablizing the region so Iran cannot start a calaphate across Iraq. US is working with Iraqi leaders for a withdrawl but want us to leave slower to keep stability. Shock & Awe was a devestating blow to Saddam & his disfunctional military, essentially the end. And the capture of Saddam, the nail. I agree with you the capture of Saddam a victory & withdrawl was an option but insurgency was a big player. The surge was late but effective.
