the graz have it 'right'. Rush's remark had nothing to do with Jesse MacB. Rush completed high school in 1969, dodged the draft until it expired at the end of 1973. We know there was direct interference at the C/G draft board by Rush's father (boss of local Repub. Party), uncle (Mizz appellate judge) and Rush I (grandfather and lawyer who had argued before the U.S. Supreme Court.
