The Fed is independent to congresses control. I think the president appoints members and they serve for a very long time, like 14 years. They spend a lot of time determining what assets to buy on the market to meet their strategy, which is usually target rate FOMC. Target rate means they pick a number like 2.0% yield on 10 year treasuries. If the yield is 2.2% then they will sell billions of 10 years t-notes and create a demand that lowers yield until the market gets to 2.0%.

is the federal reserve a reserve of the federal government? why did the federal government created a federal reserve? what is the fed reserve? a government agency? a quasi-government agency? or a private agency controlling the federal government of the USA? what is the role of the states and their power in the Union? is the fed reserve above the law? because if the federal government has no authority over the fed reserve, who's controlling the federal reserve? what laws do they follow?thank u
